Well, I'm running stock suspension on my 02 Sahara and my summer tires are 31x10.5x15 (I think I wrote that in the correct order). The only problem that I have found is that if I have the wheel cranked all the way over, there has been some minor rub on the inner wheel well. However, this is only road use, I'm not sure how the tires would fair out once you get some flex in the suspension while in the bush.

Before you do a BL etc, adjust your steering stops (TJ Steering Stops) and try it out with the new tires.
Depending on the kind of offroading you do, you may find you don't need the lift.
If you do go for a lift, I've heard good things about the new RC 2.5" lift and it's priced right.

I am running the stock suspension on my 03 TJ and I am running 31x10.5x15 Interco Thornbirds. But that being said I have offset rims. Lots of clearence and never had any rubbing problems.
