Nah, it doesn't place blame squarely on his shoulders, any more than it was
Clinton's or Bush Sr's or Reagan's fault. It actually goes into a very
detailed account the attacks themselves, the government's immediate
response, the history behind UBL, Al Qaida, and the hijacker. That's about

It does say that when the second WTC tower was hit, GWB waited 5-7 minutes
before taking any action at all. He told the commission that he "felt he
should project strength and calm until he could better understand what was
happening."
