Hitch vs. Bumper w/receiver for '98 TJ
I have read some of the posts regarding this debate and I believe the
consensus is that it is ok to use the warn-type rock bumpers that have the
integrated receiver as long as you follow the weight numbers in the manual.
I am looking into one of these bumpers mainly to haul a landscape trailer
(4' x 6' -ish) or log splitter around so there won't be that much weight,
especially not on the tongue.
Will I need to get some type of drop insert to correct the height and angle
difference?

What manual? The Jeep manual doesn't cover Warn products.
The last I read here was the bumper mounted hitches were for recovery
only, not for towing. Cops can get really picky about stuff like
that...
If you were to gusset the bumper to the frame with some strong plates so
the bumper becomes somewhat structural, then you might get away with
using it for towing, but if the warning is stamped on the bumper, you
still likely will get busted in a stop check. Around here they do the
spot safeties all the time.
Even with a good frame mounted hitch, you might need the lowering insert
to get the trailer nice and level depending on your lift. If the tongue
is angled up too much the trailer will 'wag the dog'.

I have a Warn bumper - it has the sticker " For Recovery Only " on it. I had
my 15,000 pound Ford F-550 - 4x4 Boom Truck buried to the running boards -
tied the Warn rear bumper off to a tree and did the winch thing ( I have an
Extreme front bumper with a Warn winch ) - there was definitely a lot of
stress going on.
I truly believe the Manufacture is covering their butt when it comes to
towing. Use your own judgment !!
