HELP/99Jeep Wrangler brakes just changed

My son just changed the brake pads and roters on his 99 Jepp Wrangler and
now the wheels are locked...HELP!What should he do?

Take the wrong size rotors back.
Some after market rims made for other vehicles will not fit when
the brake calibers slide out to accept to new pads.

Some after market rims made for other vehicles will not fit when
