Hi Matt,
That's something that really needs to improve here in Southern California, where all cellar 911 calls are directed the the California Highway Patrol. That seems like a good idea, but they're still not setup for it, many horror stories, over the San Diego Police Department's handling, like all land lines are regularly taken.
