Clutch Linkage Kit - those little wire clips

Clutch Linkage Kit - those little wire clips
I installed my new clutch linkage kit today on my 83 CJ7 but do not
understand where those little wire clips go. I suspect they are there to
keep the pivot bar from shifting back and forth but how are they installed?
Do they go on the outside of the bar into those slits??? Or maybe on the
inside?
