That or it's plug is bad. The two coils operate the two lower speeds.

Coils, plug, wires, or switch. The switch sends 12v directly to the fan
in high, through one coil in medium, and both coils in low. If you pull
the plug off, you should see 12 volts to ground on tan when the switch
is in medium, 12 volts to ground on the lt green wire in lo, and 12
volts to ground on the white wire in high. resistance of each coil is
..85 ohm.

Those coils are the resistors. If you have a meter, measure across them
and check for an open. They heat up when they work and can simply crack.
