Which would make sense, at least in southern New England where most of
the trees had been cut for lumber and firewood by the end of the 19th
century. It was know, if memory serves, as "the Great Wood Famine."
Always be wary of those that appeal to history, especially a specific
point in history ("Why, fewer Americans killed each other this year
that they did in the 1860s...")

While that last is true so far as it goes, you also need to ask "What
was expended in making the vehicle?" An all-electric vehicle that
pollutes more in manufacture than a conventional vehicle does in
manufacture doesn't do much for the environment. Same for alternative
fuels: If you expend more BTUs making ethanol or a solar cell than you
get out of it, why bother?

Scorched Earth Policy
I'm well aware of the scorched earth policy is of ancient origin.
The Romans put it to good use. A Roman citizen was safe anywhere in the
known world because the reuptation of the legion was widely known. They
would also tear or burn the buildings down to the ground and ------ salt
over the land so crops would not grow for many years.
Ghengis Kahn also had a "scorched earth" policy and no one $crewed with his
mongol hordes.
It probably goes back far beyond that but I think you get my meaning.
In 1625 you had to supply your own weaponry and if you wanted to eat
regularly, your own fod.
