I think it counts "cold starts" but not 100% sure. I do know that to turn it off you turn ignition key to "on" but don't start it and depress gas pedal 3 times, turn ign. off. That'll reset it.

There is no timer. It is based on Km. And the initial setting is 4600km. The dealer can easily set the km to a few different pre-set km's
If I can remember they are 4600, 5600, 6400,and 7200km, but those are guesses from me personally setting it in the past and they were on all kinks of chrysler models. I believe this is all in the vehicle manual.
The "engine operating conditions" is the only part that is confusing and I can not find any more information as to what "engine operating conditions" parameters are.(see below)
I'm going to try and find out more on this.

Oil Change Indicator System
The oil change indicator system reminds you that it is time to take your vehicle in for scheduled maintenance.
On the Electronic Vehicle Information Center (EVIC) equipped vehicles “Oil Change Required” is displayed in the EVIC and a single chime sounds indicating that an oil change is necessary.
On non-EVIC equipped vehicles “Change Oil” flashes in the instrument cluster odometer and a single chime sounds indicating that an oil change is necessary.
Based on engine operating conditions the oil change indicator message illuminates. This means that service is required for your vehicle. Have your vehicle serviced as soon as possible, within the next 805 km (500 miles).
NOTE: The oil change indicator message will not monitor the time since the last oil change. Change the vehicle oil if it has been six months since the last oil change even if the oil change indicator message is not illuminated.
Change your engine oil more often if you drive your vehicle off-road for an extended period of time.
Under no circumstances should oil change intervals exceed 10,000 km (6,000 miles) or six months, whichever comes first.
Oil Change Indicator- Reset
The vehicle is equipped with an engine oil change indicator system. The “Oil Change Required” message flashes in the EVIC display for approximately ten seconds after a single chime has sounded, to indicate the next scheduled oil change interval. The engine oil change indicator system is duty cycle based, which means the engine oil change interval may fluctuate depending upon your personal driving style.
Unless reset, this message continues to display each time you turn the ignition switch to the ON/RUN position. To turn off the message temporarily, press and release the Menu button. To reset the oil change indicator system (after performing the scheduled maintenance) perform the following procedure:
Turn the ignition switch to the “ON” position. Do not start the engine.
Fully press the accelerator pedal slowly three times within ten seconds.
Turn the ignition switch to the “LOCK” position.

Hope everyone is checking their oil level every other fill up. (I'm pretty **** about that) I've followed other threads that note the JK's 'use' oil....some people are seeing 1 or more litres low between oil changes. Some have seen even more oil consumption. :(
Every 5000Kms, or 3 months what ever comes first Lube/Oil/Filter, and for the love of all that's holy check your oil level every other fuel fill up.

I'm so torn about this oil change thing. I've read and investgated so much about it the last while. 5000k is totally acceptable if your using lets say "Mopar" oil. But what if your using a synthetic like Mobil 1 and their filter too. Now all the parameters have changed. With new engine technology as things like a overfueling carb and such to contaminate the oil and Mobil's claim for longer (20k) oil change intervale it really starts to make you think !! Personally ,I just changed the oil today with Mobil and Mobil filter at 22,987K. We bought it with 18,???k and I know the oil was changed then. We're heading to Florida Thursday and I just decided to change the oil and filter.

As far as I've been told, we are suppose to put every 6000Km or 4 months. That's what we put on the reminder sticker in the windshield.
As for my previous post, I spoke with a couple of tech at work and have found out the a few parameters are engine run time, engine load, engine temp and Km's. deepdiverterry the guys couldn't remember if "cold starts" was one of the parameters.
We all pretty sure the starting Km base is 6000km because we see the cars all seem to be coming in for there 1st oil+filter around that Km.
Here's how it works, the PCM monitors all this parameters and using a mathematical equation to calculate when to send a signal to the cluster.
The 4600, 5600, 6400, and 7200km that I mentioned before is a old system that only uses Km to track oil+filter changes.

Thats what I was told. City driving will mean more oil changes. We had our first change @ 4700 km.
