Default having brake problems

Hi, i have a 2001 wrangler CJ and i have 30" wheels on it with a rancho lift kit. i have been having alot of trouble stopping quickly on wet or gravel surfaces, namely because my back brakes will not lock up. only the front brakes lock up and the rear tires just keep turning. i replaced the hydraulic cylinder on both drums because the old cylinders were not functioning right. this helped some but i still cannot get the back brakes to lock up if i need them too. is there anything i can do aside from a disc conversion kit to increase my stopping power. i have been doing some reading on brake proportioning valves but i am still not sure how they work and how i can adjust mine to put more emphasis on the back brakes than i currently have. if anyone knows how i can do this please let me know.. thanks, josh
